统筹城乡基本养老保险制度的路径选择——以安徽省芜湖市为例

作为＂老有所养＂支柱的基本养老保险制度的城乡统筹是城乡社会保障一体化的核心目标之一。由于各试点地区的具体做法不尽一致,这就决定了各地城乡基本养老保险制度的统筹方式会有所差异。以社会保障创新机制比较完善的芜湖市为例,其统筹城乡基本养老保险制度的路径对其他地区应该会产生示范效应,从而降低制度摸索、转轨的成本。

Co-ordinating social security of urban and rural as ＂a sense of security＂ pillars of the basic pension insurance system is one of the core objectives of integration.The pilot areas as a result of the specific practices are not consistent,which determines different ways of co-ordinating basic pension insurance system for urban and rural in various parts.As an example,Wuhu City,of more perfect innovative mechanisms for social security,the path of the basic pension insurance system for the urban and rural should have a demonstration effect to other parts,thus reducing costs of the system to explore,to transite.
