加速推进城市社区卫生服务事业发展的思路和对策——以湖南省为例

Ideas And Countermeasures on Advancing Urban Community Health Services in China——Taking Hunan Province as an Example

城市社区卫生服务事业的发展是我国医疗卫生体制改革的一项重要内容。但是,在基础设施建设、开办主体、人才建设、财政、部门协作以及舆论宣传等方面还都存在着深层次的体制和机制问题,当前和今后一段时期城市社区卫生服务事业的发展,应该始终坚持政府举办为主,实现＂五个转变＂,在机构的标准化、信息化、数字化和国际化等方面多下工夫,各级政府也应及时出台相关的配套和优惠政策。

The development of urban community health care services is an important component of structural reforms of medical and health care in China.In fact,there are lots of deep-seated structural and systematical problems on infrastructure,the main bodies of setting-up,personnel advancement,finance,inter-department cooperation,promotion,etc.In the future,the development of urban community health care services should insist on government-running mainly;realizing ＂five changes＂;focusing on its standardization,informatization,digitization,internationalization,etc;the correlative and favorable policies issued by all-level governments.
