Transformation and Upgrading of China's Industrial Structure:Process,Issues and Trends

中国工业已经进入必须依靠结构转型升级推动发展的新阶段。尽管"十一五"时期中国工业结构的调整取得了明显进展,但制约和影响工业结构转型升级的问题仍然突出。本文通过对未来5年的发展条件和政策环境等因素进行综合分析,提出了"十二五"时期中国工业结构变化趋势的若干判断,并从深化体制改革、完善产业政策和优化发展环境等方面,明确了引导和推动工业结构转型升级的相关政策措施。

China＇s industry has entered into a new developing stage when the structure transformation and upgrading has become a must.Despite the obvious achievements made on the country＇s industrial restructuring during the Eleventh Five-Year Plan period,there are still some outstanding issues that limit and affect the transformation and upgrading of China＇s industrial structure.This paper makes a comprehend analysis of factors such as the developing conditions and policy environment for the last five years,and promotes some judgments referring to the developing trend of China＇s industrial structure for the coming Twelfth Five-Year Plan period.Relevant policies and measures are suggested in terms of system reform,industry policies and developing environment as to lead and promote the transformation and upgrading of the industrial structure.
