The Policy Route and Political Constraints for the Transformation of Government Leading Resource-Dependant Cities

我国资源型城市大多进入了资源开采的成熟期或衰竭期,由于资源枯竭引发了一系列经济和社会问题,面对这些问题,迫切需要在政府的推动下对这些依靠资源而兴的城市进行产业转型。本文以德国鲁尔和法国洛林为主要研究对象,通过对欧洲资源型地区在转型过程中政府作用和政治约束条件的研究,对我国资源型城市的转型提供经验借鉴。

Resources exploitation in most of China＇s resource-dependant cities has entered into the stage of maturity or exhaustion.There are a lot of economic and social problems have been incurred by resource exhaustion.So,the industrial transformation is the pressing task with the help of government promotion.Taking Ruhr,Germany and Lorraine,French as the object of research,making research on the role government plays in the transformation of European resource-dependant cities and the political constraints can provide the transformation of resource-dependant cities in China with experience and lessons.
