我国医药储备制度存在的问题浅析及政策建议

On the Problems of Current Medical Reserve System and Some Policy Proposal for System Reformation in China

目的:为我国医药储备制度改革和完善提供政策建议。方法:通过检索该领域国内、外文献,并对政府、企业及高校的专家学者进行深度访谈,总结医药储备制度的问题并有针对性地提出建议。结果与结论:我国医药储备制度的问题主要表现在制度设计(目录设计不完善,管理机制不合理,部门职能重叠或权责不清)和执行(体系中各主体信息沟通不畅,部分储备资金闲置,承储企业未能有效覆行职责)2个层面。建议通过调整储备目录,建立应急药品调配中心、信息网络平台、救灾应急机制以及完善应急资金准备制度等5大措施完善我国医药储备制度。

OBJECTIVE： To put forward some policy proposal for medical reserve system reformation. METHODS： Domestic and foreign relevant literatures were retrieved and in-depth interviews were conducted among authorities in the field of government, enterprise and university. The problems of medical reserve system were summarized and relevant proposal was put forward. RESULTS ＆ CONCLUSIONS： We reveal some problems of current medical reserve system that can be divided into two levels： sys- tem design （incomplete list design, unreasonable management system, overlap of department function or unclear right and responsi- bility） and system execution （poor communication of system subjects, inactivity of reserve fund and enterprise failing to perform their duties）. Several measures are suggested to improve current medical reserve system, such as adjusting reserve list, establishing emergency drug deployment center, information network platform and disaster relief emergency mechanism and improving emergency fired reserve system.
