服务型政府建构中政府流程再造的维度、阶段和类型

服务型政府本质上是后工业化社会公共行政的新型形态,是我国在继经济建设型政府之后人民企盼的、也是执政党和政府需要努力建构的更好、更高形态的公共治理模式。服务型政府建构的核心是始终牢记人民政府前面的"人民"两字,在发展新型电子政务的基础上,促进政府治理从强调经济管理转向关注民生社会建设和展开新型公共服务。因此,作为服务型政府建设的重要组成部分的政府运行流程再造必须紧紧依循新型公共服务和民生社会建设两个维度;必须依次经历完善传统服务流程和构建新型公共服务流程两个渐进阶段;必须兼顾实体性和虚拟性两种类型流程的再造。
