摘要
公务员薪酬在公民社会具有高度敏感性,其中有经济性关注,亦有社会性、政治性关注,更可能蕴含强烈的伦理期待。本文以西方经典伦理学分析框架,系统梳理我国当下公务员薪酬制度设计、政策施行、个人行为等方面的伦理困境(权益失均、差别失据、信息失真、主体失衡、消费失度),并据此提出了若干伦理准则及突围路径。
The compensation of civil servant is a sensitive issue in civil society, both in economical, social, political focus and with strong ethics expectation. Currently theorists do not study on the ethics of civil servant compensation systematically, this lead to the lack of basic analysis of framework about the equity or justice of civil servant compensation. This paper systematically analyzes the ethical dilemma of the design of institution, policy execution, and individual behavior based on the western classical ethics principles, such as inequity basic right, unreasonable discrepancy, untrue information, partial decision - makers and over consumption, and brings forward some ethical principles and solution paths.
