摘要
阐述了"环境保护是我国的一项基本国策"的内涵及再学习这一论断的必要性,指出在农业、工业、交通运输、第三产业以及科技、金融、税收、海关等部门落实"基本国策"的具体措施,提出了完善环境保护管理体制的建议。
The connotation of ＂Environmental protection is a basic state policy＂ and the necessity for relearning this thesis are expounded. The concrete measures for carrying out the ＂basic state policy＂ in the fields of agriculture, industry, transportation, the third industry, and in the bureaus of science technology, finance, revenue, custom and so on are pointed out. The suggestions for improving the environmental protection management system are put forward.
