财政支持科技型中小企业的方式与财政资金的使用效率密切相关。通过逐步降低无偿资助的比重、加强发展贷款贴息及贷款担保的力度、大力发展风险投资,发挥财政资金的引导作用、优化税收支持科技型中小企业发展方式、重点发展政府采购方式对其加以调整完善,将能较大幅度地提高财政资金支持科技型中小企业的效率。
