摘要
为研究南水北调中线工程调水水权在省级用水行政区域(河南、河北、北京、天津)间的初始配置,建立了基于多层次多目标模糊优选模型。模型将水资源调配中利益协调的因素纳入水权配置的影响因素分析中,构建了多因素影响下的南水北调调水水权初始配置模型,并利用该模型对南水北调中线工程各地区的调水水权进行初始配置。结果表明,河南、河北、北京、天津4个受水地区的调水水权分配量分别为20.07亿,31.20亿,15.58亿m3和12.63亿m3。
In order to research the initial allocation of water rights in province-level water service area(Henan,Hebei provinces,Beijing,Tianjin) for South-North Water Diversion Project,the multi-level multi-objective fuzzy optimization model was established.We set up the initial allocation model of water rights considering multi-influential factors such as the benefit coordination factors and use the model to allocate initial water rights for water service regions of Middle Route Project of South to North Water Diversion.The results show that the initial water rights of 4 regions of Henan,Hebei,Beijing and Tianjin are respectively 2.007 billion m3,3.120 billion m3,1.558 billion m3 and 1.263 billion m3.
