长江流域水资源保护协商机制建设与实践

Construction and practice of water resources protection negotiation mechanism in Yangtze River Basin

针对长江流域水资源保护管理的现状和存在的问题,以南水北调中线水源区—丹江口库区及上游地区水资源保护的协商机制建设为例,讨论探索建立流域多部门、多层次的会商机制以及跨地区、跨部门的水资源保护和水污染防治协作机制,期待形成国家与地方、流域与区域、上游与下游分工明确、责任到位、统一协调的流域水资源保护管理新格局,以此推进跨地区、跨部门的流域水资源保护管理体制创新。

Aiming at the status quo and existed problems of water resources protection in Yangtze River Basin,taking the water resources protection negotiation mechanism of Danjiangkou Reservoir and its upper reaches as example,we explore to build a multiagency,multilevel negotiation mechanism and an interregional,trans-department collaboration mechanism for water resources protection and water pollution control.It boosts the formation of a new administrative pattern for water resources protection and an institutional innovation,in which,the clear-cut division of labour and responsibility fulfillment can be realized between national and local,basin and regional,upstream and downstream administrative departments.
