对长江流域入河排污口设置论证的思考

Thoughts on assessment of layout of sewage outlets to the river in Yangtze River Basin

实施入河排污口论证制度,依法对入河排污口进行监督管理,是保护水资源、改善水环境、促进水资源可持续利用的重要手段。针对长江流域入河排污口设置及废污水排放情况,分析了入河排污口设置论证的相关要求及存在的主要问题,提出应制定入河排污口设置综合规划以及设置论证技术规范的建议。可为进一步规范长江流域入河排污口设置论证制度提供参考。

The implementation of demonstration system for sewage outlets to the river and its supervision by law are the important means for water resources protection,water environment improvement and sustainable development of water resources.Aiming at the layout of sewage outlets to the river and the sewage drainage in Yangtze River Basin,we analyze the relevant requirements on the layout assessment of sewage outlets and the existing problems.It is suggested that integrated plan of outlets layout and the technical specifications of layout assessment should be established.The analysis results would provide references for standardizing the layout assessment system of sewage outlets to the river in Yangtze River Basin
