建立与完善入河排污口统计制度初探

Preliminary study on establishment and perfection of statistical system of river sewage outlet

全面、准确、及时地掌握入河排污口基本信息,是各级水行政主管部门和流域管理机构切实履行法律赋予的入河排污口监督管理职责的必要条件。从制度管理的层面探讨全面、准确、及时地掌握入河排污口基本信息的途径,提出了入河排污口统计制度的具体样式,以及年报统计制度设定原则、年报统计制度框架、年报设计基本要求。结合长江水利委员会开展的入河排污口年报统计工作实践,阐述了该年报统计制度的合理性及下阶段需要进一步完善的问题。

Mastering the basic information of river sewage outlets comprehensively,accurately and timely,is the essential condition for water conservancy administrative departments and basin administrative agencies to fulfill the supervision duties of river sewage outlet endowed by law.We discuss the route for mastering the basic information of river sewage outlet from institutional aspect,and propose a detail statistical system,suggest the design principle and the frame,basic design requirements of the statistical system.Combining the practice of river sewage outlet statistics implemented by Changjiang Water Resources Commission,we verify the rationality of the statistical annual report and point out the future problems needed to be improved.
