浅谈长江流域水资源保护规划思路

Discussion on thoughts on protection and planning of water resources of Yangtze River Basin

总结了近30年来,长江水利委员会组织开展的水资源规划工作,包括流域综合规划、区域综合规划和专项规划。经过多年的水资源保护管理实践,水资源保护规划内容和思路均发生了较大变化。规划内涵由单纯的水质保护向水质、水量、水生态保护并重转变,引入水功能概念使规划更具科学性,更好地统筹了水质水量水生态的关系;保护与开发的关系得到切实协调,变事后补救为事前预防;构建水资源保护工程体系,使规划更具可操作性。

We reviewed the works of water resources planning by CWRC in the past 30 years,including comprehensive planning of Yangtze River Basin,regional comprehensive planning and special planning.The practice of water resources protection and management shows that its content and thought has changed.The focus of planning has been changed from water quality protection to water quality,water quantity and water ecology protection,and the evaluation of environmental affections is emphasized;the foundation of the planning working is enhanced with introduction of water function concept,which makes the planning more scientific,so the relation of water quality,water quantity and water ecology can be better balanced;the relationship between protection and development is coordinated.Protection is considered as the goal of the planning and the working pattern of taking remedial measures afterwards are changed into preventions beforehand.The engineering system of water resources protection is established,therefore,the planning can be more operable.
