基于主体功能区划的黔东南州生态补偿机制研究

Study on ecological compensation mechanism in Southeast Guizhou Prefecture based on principal function area

为了成功建立黔东南生态文明建设实验区,结合全国主体功能区划,探讨了黔东南州的主体功能区划和生态补偿相关内容。得出结论:基于主体功能区划的生态补偿包括抑制破坏环境的行为而进行的惩罚、激励生态环境保护行为而进行补偿两个方面,达到合理利用资源环境的目的;首次以权利义务对等性理论为生态补偿的理论依据,分析不同主体功能区的权利与义务,优化、重点开发区域,补偿限制、禁止开发区域;以行政单元为基础,结合一系列评价因子与判别评价法、指数评价法,黔东南州主体功能区分为重点开发区域、限制开发区域和限制开发区域三种类型功能区,通过区域内部补偿和市场补偿的方式,实现重点开发区域对限制、禁止开发区域进行生态补偿。

In order to successfully establish ecological civilization experimental zones in Southeast Guizhou,combined with the main function of the province,we discuss the principal function area and eco-compensation in Southeast Guizhou Miao and Dong Autonomous Prefecture. The conclusion is that eeo-compensation on the basis of the principal function area includes punishment for environment destruction and encouragement of environmental protection, which achieves the purpose of rational utilization of resources. For the first time,we make equivalency theory of rights and obligations as the ecocompensation theory, analyze the rights and obligations in different main-functional zones. Optimization and key exploitation areas make up for limited and prohibited development areas. Based on the administrative units, we divide Southeast Guizhou Prefecture into three types of functional areas as follows ： key, limited and prohibited development areas. We can achieve the goal that the key exploitation area makes up for limited and prohibited development areas through regional and market compensation.
