大学去行政化的思考——基于美、英大学治理的比较研究

Reflection on University's De-administration:a Comparative Study Based on the American and British University Administrations

我国现行的大学治理结构是建立在行政等级制度和行政指令管理基础上的,这种行政集权模式在计划经济时代为我国大学的筹建和快速发展起到了很好的拉动作用,但是已经无法满足当今大学走内涵发展道路,参与国际竞争和跻身国际一流大学的需要。大学去行政化的目的是要改变我国当前高等教育以行政管理为主的管理模式。借鉴美、英政府以法律手段、经济手段调控大学的治理模式的经验,重新定位我国政府与大学的关系,改善大学内部治理结构,建立现代大学制度,才能达到去行政化的目的。

The present university management structure of China is scaffolded on the hierarchical administrative system in the form of the administrative directives. Although this kind of centralized administrative pattern played a good role in the construction and the fast development of China＇s universities in the period of planned economy, it is unable to meet the needs of the university which takes on a connotation development path, participates in the international competition and aspires to ascend to the international first-class universities circle. The university de-administration＇s goal is to change the admin- istrative-oriented pattern of the present higher education. We can draw on the British and American patterns which focus on the juristic and economic regulation and control on universities by governments, relocate the relationship between government and university, improve the internal management structure of the universities and establish the modem university system to realize the deadministration of the universities.
