民族地区留守儿童关爱与服务体系的研究目标及路径

On the Research Goals and Paths for the Care and Service System of Unattended Rural Children in Minority Areas

建立健全政府主导、社会共同参与的农村留守儿童关爱和服务体系,是巩固义务教育普及成果的重要措施,也是当前亟待研究与探索的重要领域。民族地区留守儿童是农村留守儿童的一部分,且具有区域性特征,但其关爱与服务体系建设问题的研究目前还几乎是空白。进行全面系统研究的目标主要是解决体系框架及其运行机制建设中的障碍因素与关键问题,特别是公共政策问题,基本路径有行政研究、学术研究和行动研究。

To establish a sound government-led and society-involved care and service system for the unattended rural children is the important measure of consolidating the achievements of compulsory education,and it is also a field to be studied and explored.The unattended rural children in minority areas are a part of those ones in rural areas,and this phenomenon is of regional characteristics.However,the research of care and service system is rarely done.The goal of overall study of this issue is to solve the barriers and key issues in system framework and its operating mechanism construction,particularly,the public policy issue.The basic paths are administrative research,academic research and behavior research.
