当前,对东盟来讲,所面临的紧迫问题不是要不要参与合作的问题,而是如何克服集体行动困境,共同参与地区治理和实现共同利益的问题。本文以共同有效特惠关税为例,探讨东盟国家是如何从分散到合作、如何协调政策,克服集体行动困境的,从而为东盟国家未来合作提供有益的启示。

Currently,for ASEAN,the urgent problems is not discuss whether to participate in cooperate,but how to overcome the difficulties of collective action,to participate in regional governance and achieve common interests.This paper,The Case of ASENAN Common Effective Preferential Tariff,seeks to probe how the decentralized ASENAN countries contact each other to the economic cooperation,how to coordinate policy,how to overcome the difficulties of collective action,so as to provide useful inspiration for ASEAN future cooper-ation.
