新台币汇率制度调整历史及其对广东的启示

New Taiwan currency exchange system adjustment history and its inspiration to Guangdong

改革开放初期,广东通过利用劳动力比较优势,大力发展加工贸易出口,成功实现经济起飞后,近年来广东面临人民币汇率制度改革的挑战和产业结构升级转型的问题。广东省经济发展的道路与我国台湾省类似,台湾成功实现经济升级转型的经验值得广东借鉴。本文回顾新台币汇率制度调整的历史。新台币汇率制度的调整大致可分为三个阶段,在每个阶段台湾当局均推出有针对性的经济政策与汇率制度调整相搭配,实现经济发展和结构升级转型的目标。台湾省应对汇率制度调整,推动产业升级转型的经验值得广东借鉴。正确认清广东所处的产业发展阶段和未来发展路径,并从加强人力资源培训、加强基础设施建设、运用产业政策引导方面推动产业结构升级转型,广东可将货币升值的压力转化为经济发展的动力。

At the beginning of the Reform and Opening Stage,Guangdong Province successfully realize economic take-off through developing process trade export,taking the comparative advantage of labor in China.However,in recent years,Guangdong economy has been facing two challenges,the reform of RMB exchange rate regime and industry structure upgrade and transformation.Guangdong’s development path is similar to Taiwan’s;therefore Taiwan’s successful experience can be valuable references for Guangdong’s policy makers.In this paper,the experience of New Taiwan Dollar Exchange Rate Regime Adjustment is summarized,analyzed and generalized.The adjustment of New Taiwan Dollar exchange rate regime can be divided into 3 stages.In each Stage,the Taiwan authority took specific policy package,combining with the exchange rate regime ad-justment to achieve different policy goals.Based on Taiwan’s experience,Guangdong should take measures in developing human resources,strengthening infrastructure,implementing industry policy to push industry upgrade an d transformation forward,turning the pres-sure of RMB appreciation into power of economic developing and structure optimization.
