在西部大开发新的发展阶段,促进内陆开放具有重要的战略意义。按照"314"总体部署的政策指引,重庆作为对外开放深化改革的重要试验区,加快建设内陆扩大对外开放的先行区具有重要的改革发展意义。尤其是在全球金融危机的背景下,通过抓住当前全球和国内产业格局深度调整的历史机遇,重庆应该加快对策研究提升城市对外开放度,为实现"314"总体部署奠定重要的前沿基础,并将对内陆开放产生积极的示范效应。

Promoting the development of opened inland has great and strategic significance at the new stage of Development of Western China.Based on the pollicy of overall deployment of ＂314＂,Chongqing’s speeding up construction of advanced area of opened inland has great meaning of reform and development.Because Chongqing acts as important experimental zone of open policy so that it plays an active role in improv-ing deepening reform.Especially under the background of global financial crisis,Chongqing should seize the historical opportunity of international and domestic industrial pattern’s deeply adjustment nowadays,accelerate the countermeasure research to improve its degree of openness,and establish the leading basis of achieving the policy of overall deployment of ＂314＂,which will bring about constructive demonstration effect for the opened inland.
