发展型社会政策视角下农民工社会救助方式的选择

上世纪80年代以来,越来越多的农村剩余劳动力由农村流向城镇以寻求生存和发展的空间。农民工为城市的经济发展做出重大贡献和牺牲,然而侵犯农民工合法权益的行为却屡屡发生。近年来,国家开始关注农民工社会保障权益的建构,在建构过程中却忽略了社保体系中作为"最后一道防线"社会救助的构建,农民工社会救助基本上是一片空白。本文主要从发展型社会政策的角度来探讨农民工社会救助方式的选择,认为国家在农民工社会救助方式的选择上更应侧重于机会和服务的提供,而不仅仅是现金和实物的供给,通过外力开发内力,从根本上改善农民工的生活。

With the reform of rural household registration system and the adjustment of industrial structure,more and more rural surplus labor flow to city in order to seek the selfdevelopment.Migrant workers makes a significant contribution to the city,however,infringing the rights and interests of workers happens repeatedly.In recent years,the country begins to pay close attention to the construction of social security rights of workers,but ignoring the construction of the social assistance,which is called as ＂the last line of defense＂ in the social security.Migrant workers are excluded from the urban and rural social assistance system,they don’thave their social assistance system.This article mainly explore ways of social assistance of migrant workers from the angel of the development-oriented social policy,The choice of social assis-tance should focus on the opportunities and services,rather than the supply of cash and in kind.
