论培育废物再利用产业的意义和途径

The significance and approaches of constructing waste reutilization industry.

固体废物包括加工过程中产生的和消费以后所产生的，它们不但污染了环境，而且由于其中的绝大多数未能得到再次利用而成为阻断了自然生态系统物质循环的废物．本文依据可持续发展的基本理论（３ 种生产理论） 进行了分析，指出废物的再利用在人类社会的可持续发展中的重要地位，提出将其作为一个新的产业门类（ 第四产业） 的见解，并对培育该产业的具体做法提出了建议．

Waste, including industrial waste and municipal waste most of which has not been reutilized, not only pollutes the environment but also hinders the material cycle of the nature. From the three production theory which is the theory of sustainable development science, the waste recycle for reuse plays a key role in sustainable development of human society. The authors urge that the waste reutilization industry should be a new and indispensable industry in the social-economic system, and also put forward some suggestions on how to construct this new industry.
