奥地利产业背景与中国相似,传统产业和中低研发行业占据了较大份额。近年来,奥地利政府调整了科技发展战略,在经过一系列变革和持续追赶后,其创新绩效已有大幅提高,现居欧洲前列。本文重点对奥地利科技行政关联部门设置、科研经费的来源与使用、科技项目管理的特点等方面进行介绍,以期通过奥地利在相关领域的做法与经验对中国的科技管理水平提高提供启示。

The industry background of Austria is similar to China＇s.Traditional industries and sectors with low RD expenditure have comparatively high share in GDP.In recent years,the Austria government has adjusted its ST development strategy,succeed in boosting its innovation performance,and was in the front row in Europe.This paper introduces the Austrian science and technology management system,ST project management and ST evaluation.For China which has developed the construction of innovation-oriented country as one of the most important strategies for the future,this may has great practical significance.The paper can help promoting the level of China＇s science and technology management.
