公共治理语境下的社会主义新农村建设——基于村干部的分析视角

The Construction of Socialist New Countryside under the Context of Public Governance——An Analysis Based on the Angle of Village Cadres

基于众多有关新农村建设的文献分析和实践的需要,我们认为,要真正建设好新农村并使之得到可持续进行,应当充分重视村干部的队伍建设、能力利用和能力建设。因为各地的实践经验告诉我们:村干部整体素质和能力的高低以及形象的好坏是评价新农村建设好坏的"风向标"。本文以公共治理为理念,以村干部为分析视角,试图为建设好新农村提供一个理论参考和实践启迪。

Based on the literature analysis and practical understanding of the construction of socialist new countryside, our view is that we should pay more attention to our team building, capacity utilization and capacity building if we want to build new countryside effectively and make it sustainable. Because we can draw a conclusion from the practical experience of various areas： the evaluation criterion of new countryside is overall quality and capacity of village cadres and the level of image quality. In this paper, which is based on the perspective of village cadres and the concept of public governance, we have an attempt to provide a theoretical reference and practical enlightenment for the construction of new countryside.
