甘肃省粮食直补政策效率分析

Efficiency of Grain Direct Subsidy in Gansu Province

通过数据包络分析法(data envelopment analysis,DEA)建立了测算粮食生产效率的BC2模型。模拟结果表明,甘肃省河西、河东8地市在实施粮食直补后,粮食生产的规模报酬递增不显著。提出要按粮食主产区和非主产区增加补贴额,按粮食销售量直补。

A BC2 model was established to calculate the production efficiency of grain by DEA analytic approach.Simulation result shows that after the grain direct subsidy was implemented in west and the east river areas,where there are eight districts and cities,the return to scale of grain-production was not improved significantly in Gansu province.It is proposed that the subsidy should be increased according to main producing region and non-main producing region,and should be distributed according to sales volume of grain as well.
