摘要
截止到1998年下半年,河北省县级农技推广人员中,中青年是主力军,男女比例接近于1∶1,大多数农技推广人员对本职工作任劳任怨,农业技术指导仍以无偿服务为主,在有些技术推广时女性工作能力并不比男性差,农技推广内容日趋综合。从事农技推广工作的人员数量相对不足,分布不合理;科技推广经费严重不足;农技推广体系整体状况堪忧;进修学习条件限制了农技推广人员素质的提高;年龄高和职称高的人员有脱离生产的倾向。应加大农技推广资金的投入力度和调控力度;健全和完善机制,推动农技推广向产业化和商业化发展;健全农技推广体系,增强农技推广力量;进一步加大培训和考核力度,提高农技推广人员的素质。
Bythesecondhalfof1998,amongthecountymembersinspreadingagriculturaltechniques,theyoungandmiddleagedmemberswerethemainforce.Thepercentageofmentowomenwas11,Mostofthemembersworkedhardregardlessofcriticism.Theyprovidedfreeserviceinagriculturaltechniqueinstruction.Insomeaspectswomensabilitieswereasgoodasmens.Graduallythespreadingcontentbecamecomprehensive.Buttherestillexistedthefollowingproblems:theshortageofmembers,moneyandunreasonabledistribution.Becauseoftheshortageofmoney,mostmembershadnochancetofurthertheirstudies,whichpreventedthemfromraisingtheirqualities.Someoldassociateprofessorsandprofessorshadatendencyoflosingcontactwiththeproduction.Inordertodobetter,muchmoremoneyshouldbespentinspreadingagriculturaltechniques.Thespreadingsystemsshouldbestrengthened.Membersshouldbeincreasedandtheirqualitiesshouldberaised.Meanwhile,weshouldpromotetheagriculturaltechniquesspreadingtodevelopinadirectionofindustryandcommerce,trainthemembersandexaminewhattheydid.
