摘要
国际金融危机爆发以来,贸易保护主义在全世界范围内抬头,尤其是近来美国抛出"碳关税",以环保之名为绿色贸易壁垒再添新成员。我国作为全世界的"制造工厂",以"碳关税"为代表的低碳壁垒必然会对我国的工业品出口造成重大影响。低碳贸易壁垒与其他绿色贸易壁垒一样,主要源自于人类活动与自然资源的冲突,从环境问题被提出到如今发展到低碳壁垒经过了多个阶段,将其加以梳理分析不但有助于我们从深层次了解低碳壁垒的成因,更有助于我们选择对策。
Since the financial crisis,trade protectionism has risen again all over the world.Lately the U.S. proposed ＂carbon tariff＂,being another form of green trade barrier in the name of environment protection.As the ＂world＇s factory＂,China＇s industrial exports would be influenced greatly.As same as the other forms of green trade barrier,low-carbon trade barrier originated from the conflict between the humane activities and the natural resources.There are several stages from the proposal of environment problems to the production of low-carbon trade barrier.An analysis of the stages can not only help us get a deeper understanding of the causes of low-carbon barriers,but also help us select countermeasures.
