"十二五"期间是我国转变电力发展方式的关键时期。为了应对能源发展的新形势和实现我国政府承诺的2020年清洁能源利用及降低温室气体排放强度目标,需要在"十二五"电力规划中解决诸多重大问题。从清洁能源加快发展、优化煤电布局、调峰电源配置、分布式能源发展、智能电网等方面,对"十二五"电力规划相关重大问题进行了较全面的阐述。

The 12^th Five-Year （2011-2015） is a vital period for transformation of the development mode of China＇s power industry and many key issues need to be addressed in the 12^th Five-Year Power Plan in order to face the new situation of energy development and fulfill our government＇s commitment to the year 2020 targets of clean energy utilization and greenhouse gas emission intensity reduction. The paper makes a comprehensive analysis of some relevant issues of the 12^th Five-Year Power Plan, in terms of accelerating development of clean energy, optimization of coal-fired power distribution, peaking power source construction, development of distributed energy and smart grid.
