制革电镀业基地的多元污染减排机制与实证——以温州鹿城为例

The Practical Evidence and Pollution Reduction Mechanisms of Leather Galvanization Industry:the Case of Lucheng District

污染减排是动态减排不仅要削减已有污染排放量,又削减新增的污染排放量,因此要从源头控制污染产生,加大落后产业淘汰力度,大力推进技术改造,加快推进工程减排。通过对制革电镀行业进行剖析,探讨了制革行业的污染治理,尝试建立基于结构减排、布局减排、管理减排和工程减排的多元污染减排机制,并选取鹿城区污染减排工作进行案例分析,实施经济发展中的环境保护。

Pollution reduction is a dynamic reduction process.It is not only reduces existing pollution emissions,but also reduces the additional discharge of pollutants.Therefore,we should control pollution from production,increase efforts to phase out backward industry,vigorously promote technological innovation,and accelerate the reduction project.The article analyzed the process of leather galvanization lndustry,and discussed the pollution control,and try to establish the Pollution reduction mechanisms.In addition,we take Lucheng District as case to implement environmental protection of economic development.
