RMB' s Development from Regionalization to Internationalization:Its Principle and Paths

人民币区域化国际化是一个长期复杂的过程,要实现这一目标,首先要在认识上有所提升,对人民币国际化的利益、人民币区域化及其意义、人民币区域化国际化与人民币自由兑换的关系、亚洲国家对亚洲货币合作以及人民币区域化国际化的现实要求等问题厘清认识。在此基础上,中国应选择的现实路径是:一方面积极参与和重新审视现行以美元为主的国际货币体系,提出更务实和有价值的改革方案;另一方面,应加快推进人民币周边化和区域化,并不断提高国际化水平,在可能的条件下为推进"亚元"作努力,并进而为现行单一的国际货币体系转变成以美元、欧元、亚元为主体的公平、公正、有效的、多元的国际货币体系作贡献。

RMB＇s regionalization and internationalization is a long-standing and complicated process. To achieve this goal, it is essential to better the understanding of the benefit of its internationalization, and the significance of its regionalization, the relations between its regionalization, its internationalization and its free convertibility, and of the monetary cooperation of Asian countries and their current needs for RMB＇s regionalization and internationalization. It is only on this basis that the discussion of the paths is possible. The realistic paths are that China should be actively engaged in and re-observe the current International Monetary System with the US dollar playing the major role and propose a more valuable reform plan, and at the same time, by speeding up RMB＇s wide use in China＇s neighboring areas and its regionalization and enhancing its internationalization level, attempt to make the ＂Asian dollar＂ come true when possible, so that China will make her contributions to the transformation from the current single US dollar-led international monetary system to a fair, impartial and effective diversified international monetary system with the US dollar, Euro and Asian dollar as its principal part.
