In accordance with international experience, professional and technical associations in rural areas have a very important function and meaning for rural economic development. On the conditions professional and technical associations need to grow in rural areas, we may reach the conclusion that in order to maintain its development, we need to complete the education system of agricultural population, improve the research and extension systems of agricultural technologies, perfect the information service system of agricultural product market and establish a highly developed and orderly rural market system. The primary task of increasing our level of agricultural systematization is to develop professional and technical associations in rural areas. The international experience tells us that in order to develop professional and technical associations in rural areas, firstly we need to establish a clear property rights regime and democratic management of governance; secondly we should base it on family operation; thirdly, the government should implement various policies to maintain the development of professional and technical associations in rural areas. To develop our professional and technical associations in rural areas, first we need to establish a effective mechanism of credit; second, we should uphold the freedom and democracy in management principles; third, we should strengthen education and training work, popularize knowledge of cooperation and improve the quality of cadres and the supervisors of professional and technical associations in rural areas; fourth, government legislation should protect the development of such associations in rural areas; fifth, the government should increase its aid and construct a policy system of taxation and finance subsidy support.
