The rise and rapid development of the Internet telephony entails serious legal challenges in aspects of industry regulation,consumer protection and cyber crime.To protect public safety,maintain a balance of interests and sustain the development of the industry,a unified independent regulatory body must be set up,the drafting of the 'Telecommunications Law' must be sped up,the monitoring and cracking down on criminal activities in telecommunications must be strengthened,the relations of economic interests between operators must be adjusted,and the legal regulation and disciplining of the VoIP industry must be enhanced.
