Relationship of Openning Government Affairs and Keeping Secret in Information Age

政务信息公开与保密是一对"此消彼长"的矛盾统一体。目前在处理二者关系上却不尽理想,存在诸多问题,因此研究妥善处理政务公开与保密关系显得意义重大。要正确处理好二者的关系,除了要坚持一定的原则和注意四方面的问题以外,尚需充分运用坚持与时俱进观念、紧抓保发展保安全、政务公开与保密工作以人为本、加大保密宣传教育力度、完善政务公开审核制度和保密管理制度等措施和方法。

The openness and secret of e-government information is a contradictory unified entity of ＂ebb and flow＂ . There exist, however, various problems now because of the unsatisfactory results in handling the relationship between them, so it is very important to study how to properly handle this relation. In addition to adhering to the certain principles and paying attention to the problems in four aspects, some measures and methods are also required, such as full use of and adherence to the idea of keeping the pace with times, ensuring of development and security, people-oriented government openness and secret, strengthening of education and propaganda, perfection of examination system for government openness and security management system.
