“生态系统服务”与“环境服务”法律概念辨析

Distinction Between Legal Conception of Ecosystem Services and Environmental Services

在国际与各国的法律文件中,生态系统服务与环境服务两个概念内涵存在混淆。事实上,生态系统服务概念与生态系统利益、生态服务概念内涵相同,但是与环境服务概念内涵不同,不能交替使用。建议引入生态系统服务供给概念,并将其纳入环境服务属概念下作为一个种概念。

Conceptions of ecosystem services and environmental services have been confused in international and national legal documents.In fact,conception of ecosystem services is equal to ecosystem benefits and ecological services,and different from environment services.The two conceptions can＇t be used alternatively.It is suggested to construct a conception of ecosystem services provision,which is included in extension of environment services.
