规模报酬和行业结合视角下的农村信贷资金配置效率——以陕西省为例

Research Based on DEA Model of Allocation Efficiency of Rural Credit funds in Western Regions of China——with the case of Shaanxi Province as an example

以陕西省为例实证分析了规模报酬和行业结合视角下的农村信贷资金配置效率。结果表明,总体配置效率不够理想,但在逐年提升,且农业生产规模报酬递增。分析发现,技术进步和政策行业导向在生产中极其重要,影响着村镇不同行业的发展走势;经济环境变化对资金配置效率有很大影响,金融危机背景下,资金回流到农村的比例上升,资金配置效率略有提高,也相应促进了农村经济的发展。

Taking the case of Shaanxi Province as an example,the paper has empirically analyzed the total allocative efficiency of the rural credit funds from the angle of the combination of the return to scale and industry.The results show that the total allocative efficiency is increasing year by year,though not ideal,and the rural production return to scale is increasing progressively.The analysis has revealed that technical progress and policy-based industry orientation are of prime importance to agriculture production,affecting the tendency of the development of various industries in villages and towns.The change in economic environment poses great influences on the credit fund allocative efficiency.At the background of the financial crisis the rate of the fund returning to the rural areas has risen and the credit fund allocative efficiency has slightly increased,thus correspondingly propelling the development of rural economy.
