西部村镇区域发展战略的选择与调整

The Choice and Regulation of Village and Town Regional Development Strategy in Western Regions of China

内源发展和外源发展是区域经济发展的两大基本战略。对西部农村经济数据的分析表明,西部农村社会不仅内源发展的基础薄弱,比如乡镇企业发展滞后、农村居民收水平偏低;同时外源发展的动力也不足,比如实现外资利用效果不佳、对外贸易额度偏低。为了解决这些矛盾,建议西部村镇区域的发展以内源为主、走内外并举的发展道路。

Endogenous development and exogenous development are two basic strategies for regional economic development.In terms of the rural economic data of Western Regions,it is indicated that in the rural society of Western Regions,not only the foundation for endogenous development is poorly founded（For instance,the development of town and township enterprises lags behind,the income level of rural residents is on the low side,etc.）,but the motive power for exogenous development is insufficient as well at the same time（For instance,the utilization efficiency of foreign capital is not satisfactory,the quota for foreign trade is limited,etc.） To resolve the problems,it is suggested that the regional development of the villages and townships should be accomplished in both the endogenous and exogenous modes with the latter as the main one.
