The promulgation and implementation of the new Secrets Act have given rise to the learning seminars tide in the society;personages of all circles express their own opinions and views one after another through various channels.This paper analyzes the legislation achievements of the new Secrets Act,and probes into the legislation purpose of the new Secrets Act.
