关于提高“三重一大”制度对权力运行监督效能的思考

Reflection of Improving Effective Supervision over the Exercise of Power through "Three Importances and One Large Amount " System

"三重一大"集体决策制度是党中央加强和健全党内监督,完善权力运行制衡约束机制提出的一项重大决策。对控制领导集权思想,打破一人说了算的传统,对防止腐败、贪污等有实质性的意义。各级党组织在实施"三重一大"集体决策制度过程中,必须充分认识这项制度的积极作用,深入分析制度实行中面临的难点和阻力,完善相应配套制度和强化保障机制相结合的办法,切实提高"三重一大"制度对权力运行监督的效能。

＂Three importances and one large amount＂ group decision-making system is a great decision made by the Party Central Committee for strengthening a sound oversight within the Party and perfecting the restricted mechanism to restrain the exercise of power.It is of significance to regulate concentration of leadership power,break down ＂one voice only＂ habit,and stop corruption.The author advocates that Party organizations at all levels must understand the active role of this system and make a deep analysis of difficulties and hindrance existing in the process of carrying out the system.He thinks that only raising ideological understanding,improving relevant institutions and intensifying safeguard mechanism enables group decision-making system to effectively control the exercise of power.
