油田部分企业改制后,经过多年的运作,基层党建工作出现了"三重四难"等诸多问题,产生了不平衡、工作开展不力等现实问题,直接影响到改制企业党建思想政治工作职能的发挥。

Some of oilfield enterprises have been in operation for many years since they went through restructuring.Lots of problems have appeared in the work of Party building at primary level such as imbalance and inefficiency of the work,directly affecting the function of ideological and political work of Party building in restructured enterprises.
