建设开放大学顶层设计的利益权衡与制度创新

Interests Balance and System Innovation in Top-Level Design of Constructing Open University

《国家中长期教育改革和发展规划纲要》提出要办好开放大学的重大命题意味着什么?这是中国远程开放教育改革发展的重大契机,也是广播电视大学对办学弊端进行大胆改革和制度创新的难得机遇,因此电大建设开放大学决不应是简单的"翻牌"。这就要求建设开放大学的顶层设计做好办学体制、利益机制、政策导向和教学模式的改革创新与合理调整,解决其深层次问题:大学与系统、直属与非直属、"财权"与"事权"、"监管权"与"办学权"以及质量标准和立法保障等。应以法规的形式赋予各级开放大学自主办学权,保障各级政府对开放大学的经费投入,明确开放大学是有别于普通高校的新型大学。

National Education Reform and Development of Long-term Planning Programs proposes the significant issue of ensuring successful operation of Open University. The issue implies an unprecedented development opportunity to China distance education reform and offers a golden chance for Radio and TV universities to make daring reform in drawbacks of school management and promote system innovation. It is naturally acknowledged that the course of Radio and TV universities＇ constructing of Open University should not be simplified as the course of changing name. The top-level design of constructing Open University should attach much importance to system of school management, interest mechanism, policy orientation and teaching model＇s innovation and sound adjustment for the sake of solving such deep-seated problems as university and system, direct subordination and indirect subordination, the power of financial management and the power of personnel management, the power of supervision and the power of school running, quality standard and legislation guarantee. The essay puts forward that open universities at all levels should be granted the autonomous right of running school in the form of legislation; open universities should be guaranteed the financial input from governments at all levels; open universities will be established as a new type of university different from regular institutes of higher education.
