石羊坂村沼气服务体系调查及创新探索

Research and innovative exploration on biogas service system of Shiyangban village

对山西省晋中市石羊坂村"四位一体"生态农业模式下的沼气服务体系现状进行实地调研,从农户沼气使用中遇到的困难着眼,挖掘出当地沼气服务体系客观存在问题。通过分析认为,沼气服务体系中各利益主体的激励失当,造成了当前的沼气服务体系徒有组织架构而无实质内容的尴尬局面。文中创新地提出了"政府规制下的沼气服务公司"、"农资站+沼气券"两种服务模式,以期从激励制度着手,结合政府和市场力量,对农村沼气服务体系改进提供有效建议。

Based on the quaternity of ecological agriculture mode,this paper investigated the biogas service system of Shiyangban village in Jinzhong county,Shanxi Province.According to the difficulties the farmers meet in biogas using process,we found out the exist problems of the current biogas service system.The intensive analysis demonstrates that,the improper excitation of the stakeholders in the biogas service system brought on the embarrassed statement,that is,the current biogas service system only got the framework instead of substantial contents.This paper proposed the quaternity biogas service system and raised two modes,that is,＂biogas service company regulated by government＂ and ＂agricultural stations with biogas tickets＂.By combining the forces of government and market,we provide effective advices to the rural biogas service system on the improvement of excitation system.
