理性的合作与对抗:个人荣誉称号评选制度的设计与运行

摘要 在西方社会中,组织利益与个人利益的表达大多以"前台"为场所借助理性的方式得以体现和重视。为了考察理性在中国情境下的演绎情境,选取个人荣誉称号评选制度作为切入点,认为不完善的制度、制度制定阶段的部门利益化和组织及个人理性对制度理性的对抗,形成了个人荣誉称号评选制度的潜规则运行状态。在个人荣誉评选制度实施过程中,这种情景消解了建立社会、组织和个体三种理性基础上的社会偏好及个人荣誉称号评选制度,出现了危害社会公平、公正的集体非理性。这种集体非理性的意外后果就是降低了精神奖励的价值和效应,败坏了社会风气这一社会主义精神文明建设的外在环境,最终导致了社会思想领域乃至全社会失范现象的广泛出现和蔓延。 In western societies,the organizations and personal interests are most reflected and concerned in a rational manner in the "front" place.The study is on the scene of rationality deductive in China in the basis of the talk about the design and running of personal honor award system.I think that the personal honor award system is operated in the ways of hidden rules under the action of the imperfect system,the departmental interests system and the organizations,and the confrontation during the organization rationality,personal rationality and social rationality.This scenario destructs the social preferences and the personal honor selection system in this process,which are established in the base of the cooperation during these three kinds rationality.It also harms the social justice.I think this outcome is the overall irrationality.The unintended consequence of the overall irrationality is reducing the values and effects of spiritual reward,corrupting the social morality and destroys the external environment of a socialist spiritual civilization,and eventually lading to the widespread of "Anomie".
