行业院校是我国高等教育体系中的一个特殊群体,在国家和区域创新体系建设中发挥着不可替代的作用。随着行业院校划转地方管理后,逐渐产生了办学经费较为紧张、原行业优势和特色逐渐淡化等问题。在"十一五"期间,这些问题逐渐暴露出来,尽管也有相应的探讨,但一直没有很好的解决方略。因此,在"十二五"期间应当继续深化高等教育管理体制改革;不断加强与地方经济社会发展的结合度;大力培养行业特色应用型人才;打造特色学科,提高核心竞争力以及促进高等教育体系的不断完善和优化;进一步推动原行业院校争取行业和地方的双重支持,适应新的发展环境,努力创新符合自身实际的可持续发展道路,为经济社会发展做出新的贡献。

Industry colleges, a special group of institutions of higher learning in China, play an irreplaceable part in the construction of the national and regional innovation system. After the industry college was taken charge of by the local government, problems have arisen such as insufficient supply of funds and weakening of its original superiority and distinctiveness in its own industry. Although these problems have shown themselves in the 1^th five-year period and correspondent research has been made, they have not been fully solved. Therefore, reform in the management system of higher education should be deepened; the school should be further integrated into the economic and social development of the local areas ; applied talents with expertise in the industry should be produced; distinctive disciplines should be established to improve its core competitiveness and optimize the higher education system ; efforts should be made to seek for the support of the industry organization and the local government and adapt itself to the new environment for development by devising a practical route for its sustainable development, thus making further contribution to the development of the whole society.
