高校发生违纪违法案件的特点、原因及其防范对策研究

A Study on the Characters,Reasons of Cases of Violating Law and Discipline in the Institutions of Higher Learning and Its Precautionary Measures

近年来,尤其是1999年高校扩招以来,高校改革取得了很大成绩,但在改革中也发生了许多违纪违法案件。其特点是:大案要案居高不下,违纪违法案件呈上升态势,一些重要岗位和关键环节案件频发;带有教育行业特点的违纪违法案件占有相当的比例;违纪违法案件造成社会影响恶劣。主要原因是多方面的,有主观原因,也有客观原因。应采取防范对策有:要加强廉政教育,提高拒腐防变能力;要完善并执行"三重一大"制度,提高制度反腐败工作力度;要增强高校党风廉政建设的教育针对性和有效性;要加强高校工程建设和大宗物资的采购监管;要健全高校财务管理特别是科研经费管理制度;要整合高校内部监督力量;要完善高校选人用人机制;要加大查办案件工作力度,严肃惩处违纪违法行为。

In recent years,especially since the college expansion in 1999,there have been great achievements in the university reform.But there appear many cases of violating law and discipline in the process of reform.Its characters are： major cases remain high;cases of violating law and discipline rise;crimes in some important positions and key links happen frequently;cases of violating law and discipline take up a comparative ratio in the educational field,causing serious social influences.The reasons mainly come from both a subjective and an objective reason.The precautionary measures that we need to adopt are： Perfect and implement ＂San zhong yi da＂ system;Strengthen the anti-corruption work with the system;Improve the educational aim and validity of the construction of Party conduct and of a clean and honest government;Strengthen the supervision of project construction and staple material purchase in the colleges and universities;Perfect college financial management system,especially the management system of outlay for scientific research;Integrate the supervision power within colleges and universities;Perfect college＇s selecting and using personnel mechanism;Strengthen the work of investigating and dealing with cases and severely punish the illegal and disciplinary conduct.
