试论华池县封山禁牧与畜牧业协调发展

Analysis of Controlled Grazing in Mountain Area and Animal Husbandry Coordinated Development

封山禁牧政策的实施在风沙治理、生态环境改善方面成效显著,但在实施过程中出现的问题也不容忽视。通过对甘肃省庆阳市华池县封山禁牧政策的落实情况进行了调研,分析了偷牧、农民经济收入减少、社会问题凸显、干群关系紧张等问题产生的原因,并对该地区封山禁牧政策的有效实施提出了建议,以促进封山禁牧与畜牧业协调发展,农民稳步增收,最终实现生态效益、经济效益和社会效益三效合一。

The implementation of controlled grazing in mountain area played an important role in the Sand and Storm Treatment and ecological environment,but there were also some problems in the process of implementation.Through investigation of the policy of controlling grazing in mountain area control measures in huachi county in Gansu province,the reasons affecting the policy implementation such as grazing slinkingly,decreasing of farmer income,social problems,the relation between cadres and masses and so on were analysed,and some suggestions to promote the policy implement effectively were p proposed,which beneficial to coordinated development.
