摘要
"群租"现象已引起社会的广泛关注。有关政府部门对群租行为的强行整治活动无论从执法主体、执法依据,还是在执法程序和救济权的保护方面都不具有合法性。政府对群租行为不能仅仅依靠"整治",而是应当以积极解决低收入群体的居住问题、完善公共服务为宗旨。通过发展公共租赁住房解决低收入者的居住问题,是政府保障低收入者居住权的重要举措。
Group-oriented leasing has been a social phenomenon attracting wide focus.The compelling regulation acts by related government organs are illegal in aspects of law enforcement subject,basis,and procedure,as well as relief protection.To deal with the group-oriented leasing issue,the government needs not only regulation but also the real solution to the low-income population's dwelling issue and the improvement of public service.All in all,a major method to ensure the low-income population's dwelling right is to solve their dwelling issue practically by developing public rental housing.
