摘要
为保障危货物流企业生产安全,提高企业安全评价水平,依据国家安全生产法规及危货物流企业安全生产现状,结合安全工程与系统工程相关理论,建立以安全管理、车辆设备和人员素质为准则层的危货物流企业安全评价指标体系。应用主成分分析法和信息扩散理论建立危货物流企业安全评价模型。实例分析表明,该方法和模型反映了危货物流企、业安全生产实际。
The paper is aimed at enhancing the production safety and raising the standard of safety evaluation for logistics enterprise to transport dangerous goods. In the paper, we have proposed a safety evaluation-indicating system for transporting dangerous goods in accordance with the relevant laws and regulations as well as the current conditions of transporting dangerous goods. Our system is also based on the theoretical principles of the system engineering and safety engi- neering. In our index system, safety management, vehicle and equip- ment, quality of staff are all considered to be the decisive factors in dealing with the hazard goods. To be exact, the said indicating system includes 3 principal indexes and 18 secondary indexes. Furthermore, a safety evaluation model has also been established for logistics enterprises of dangerous goods. To make it simpler and easier for such companies to carry out the index system and the safety evaluation, we have summarized and condensed 18 initial indexes into several disconnected principal component indexes. For example, we have made the information diffusion theory a method that can be used as set-valued fuzzy mathematical method in sample. This paper has also distributed one monodromy evaluation sample information to all the control points of the indexes domains. The aggregates of safety evaluation classification T ={t1, t2, t3, t4}, t1 - t4 can thus be used to represent 4 levels of logistics enterprises of dangerous goods, i.e. "excellent, good, moderate, poor" respectively. The examples prove that this model reflects enterprise' s safety situation and is helpful for safety evaluation of logistics enterprises of dangerous goods.
