地勘项目管理创新与地勘队伍体制改革是地勘行业新体制、新机制框架的两个相辅相成的组成部分。地勘项目管理创新的滞后是地勘队伍体制改革徘徊的深层次原因。科学界定、有效规范政府部门在项目管理中的职能与行为;充分确立项目投资、项目咨询、项目作业等企事业单位的市场主体地位,建立符合行业规律的市场准入门槛;完善成果分配、技术监督机制,是地勘项目管理创新的现实选择。

The management innovation of geological exploration project and structural reform of geological prospecting forces are complementary to each other in the new system and mechanism framework. The lag of management innovation of geological exploration project is the underlying reasons for the structural reform of geological prospecting forces to hesitate to press forward. This paper points out that management innovation of geological exploration project should scientifically define and effectively regulate the functions and behavior of government departments in the project management; fully establishing the main players in the market of enterprises and institutions who engaged in project investment, project consultation, and project operation; building the market access threshold according to the rule of industry; improving the mechanism of result distribution and technical supervision.
