深入贯彻中央精神 加快推进“十二五”现代渔业建设

Thoroughly implementing the central spirit and accelerating building modern fishery during the"Twelfth Five-Year"period

本文归纳了"十一五"我国渔业在农村经济建设、产业基础和民生保障、产业结构调整、水生生物资源养护和渔业综合管理等五方面的成就,分析了我国现代渔业发展面临的国际国内挑战因素。在此基础上,提出"十二五"加快推进现代渔业建设,要努力构建现代渔业"五大产业体系"和"五大支撑保障体系",完善有利于现代渔业发展的政策和体制机制,增强渔业综合生产能力、抗风险能力、可持续发展能力和市场竞争力,使现代渔业建设迈上新台阶。

This paper has summarized five achievements of China＇s fisheries during the ＂Eleventh Five-Year ＂period about the rural economic development, industrial base and livelihood security, industrial restructuring, the conservation of living aquatic resources and fisheries management, and then analyzed international and domestic challenge factors modern fisheries development facing. On this basis, this paper proposed that with the purpose of speeding up the construction of modern fisheries during the ＂Twelfth Five-Year＂ period, modern fisheries ＂Five Industrial system＂ and ＂Five Supporting system＂ should be built, modern fisheries development policies and institutional mechanisms be improved, and the integrated fisheries production capacity, anti-risk ability, sustainable development and market competitiveness be enhanced, make sure modern fisheries building develop to a new level.
