Discussion on Risk Management and Control on Substation Renovation and Expansion Project Construction

随着国家对基本建设和改造工程投资的不断加大,变电站的改、扩建项目也越来越多,既有变电站改、扩建工程施工与新建变电站工程施工有所不同,主要表现在:运行中的既有变电站改、扩建,要边运行边进行改、扩建施工,施工难度大,安全问题突出,调试过程复杂,本文结合风险管理中的相关知识对这些问题进行分析和探讨,谋求建设单位如何在改扩建工程中对风险进行控制,使改扩建工程从立项规划到投产过程中的风险降到最低。

With the reconstruction of infrastructure and increasing investment in modification works,there are more and more substation renovation and expansion projects,the existing substations are different from construction and expansion of new substation construction,mainly in： changing simultaneously running;difficult construction,outstanding security issues,complex debugging,combined with related knowledge in risk management,the paper analyzes and discusses these issues for construction units to control risk,minimizing the risk of extension project from project planning process to operation.
